In 2008 WRI performed the works in risk evaluation of using the pesticides at the national level and since the institute is authorized organization for the Slovak Republic (as the Member State participating in the evaluation) it was done also at the European Union Level. The aim of evaluation is the registration and introduction of plant protection products to the market in the EU and SR in line with valid legislative provisions of the Council Directive 91/414/EEC which is reflected into the Slovak Government Regulation no. 531/2005 Coll. laying down the requirements for placing plant protection products on the market as amended by later provisions and the Slovak Government Regulation no. 316/2007 Coll. determining the requirements for documentation data set of effective substances and products for plant protection and individual principles for professional assessment in the area of pesticides evaluation.
The system of registration of plant protection products, i.e. the process of permission to use pesticides in agriculture in the Slovak Republic is based on complex evaluation which is besides the WRI performed by many authorized expert institutions (Central Controlling and Testing Institute in Agriculture, Public Health Authority of the Slovak Republic, National Reference Laboratory for Pesticides of the University of Veterinary Medicine, Slovak Agricultural Research Centre – Institute of Animal Science – Beekeeping Institute, Slovak Hydro-meteorological Institute, Agriculture Technical and Testing Institute). The list of registered plant protection products and other products can be found in the Journal of the Ministry of Agriculture of the Slovak Republic.
Water Research Institute is a competent professional place for evaluation of pesticides behaviour in soil and ground water and for a set of water protection measures and for the assessment of analytical methods in water matrix. On the basis of the request the Water Research Institute evaluates individual existing and new plant protection products, better to say active components (pesticides).
The outcome of the assessment of pesticides behaviour (active substance or product) in soil and water is determination of the risk specified by expert opinion (quantification of expected environmental concentrations of pesticide in soil and water using the models FOCUS) and recommendation or non-recommendation of the registration including the specification of registration conditions for safe usage of pesticide products. Preparation of expert opinion is one of the conditions in the process of pesticides registration in the Slovak Republic and it is crucial when deciding on registration i.e. permission to use or apply the pesticide within the Slovak Republic. Registration of the pesticide (including its metabolites and degradation or reaction products after using the product following proposed usage conditions) can not be issued in case the expert opinion proved significant documented risks from toxicological, eco-toxicological or ecological viewpoint including impact on water resources and their usage.
