Vzhľadom na komplikovanosť a náročnosť Rámcovej smernice o vode vypracovala Európska komisia dokument „Spoločná stratégia implementácie RSV“(z ang. Common Implementation Strategy – CIS), ktorá bola prijatá ako záväzný dokument v máji 2001 a priebežne sa aktualizuje. Jej cieľom je zjednotiť postupy jednotlivých krajín pri zavádzaní RSV do praxe.


V rámci CIS boli vytvorené pracovné skupiny pod vedením zástupcov jednotlivých krajín, ktoré vypracovali jednotné postupy pre zavádzanie jednotlivých požiadaviek Rámcovej smernice o vode – rámcové metodické usmernenia (guidance documents). Jednotlivé metodické usmernenia boli v praxi overované na pilotných povodiach a sú dostupné na wfd – knižnica (europa.eu)
